Command Chief Warrant Officer

Chief Warrant Officer Four (CW4) Wilton O. Toups is currently serving as the Command Chief Warrant Officer (CCWO) and the Maintenance Officer for the 4th Sustainment Command (Expeditionary) in San Antonio, Texas. He assumed these positions on 05 October 2016.

CW4 Toups was born in Houston, Texas and raised in Rio Vista, Texas. He began his military career when he joined the Army Reserves as an enlisted Soldier in February 1990 out of Cleburne, Texas. His first duty assignment as an enlisted Soldier was with the 301st MI Co, in Waco, TX. His last unit as an enlisted soldier was with 1375th Logistical Support Battalion out of Waco, TX. He transitioned form enlisted to Warrant Officer on 26 June 1997. His initial assignment as a WO1 was the Battalion Maintenance Officer for the 1375th Logistical Support Battalion in Waco, TX. Follow-on assignments were Senior Logistics Ordnance Officer with the 75th DIV (E), Houston, TX; Maintenance Officer for the 463rd Combat Heavy Engineer Battalion, Wheeling, WV; Support Automotive Maintenance Officer with the 223rd Direct Support Maintenance Company, Grand Prairie, TX; Senior Logistics Ordnance Officer for the 300th Sustainment Brigade, Grand Prairie, TX; Senior Logistics Ordnance Officer for the 90th Sustainment Brigade, North Little Rock, AR; Automotive Maintenance Warrant Officer for the 787th Combat Service Support Battalion, Dothan, AL; Command Chief Warrant Officer for the 143rd Expeditionary Sustainment Command, Kuwait; Command Chief Warrant Officer for the 1st Mission Support Command, Puerto Rico; CW4 Toups served 2 tours in Iraq and 1 in Kuwait.

His military education includes the Warrant Officer Technical/Tactical Certification Course, the Warrant Officer Advance, Staff and Senior Staff Courses. He also completed the Unit Movement Officer Deployment Planning Course, Unit Movement Officer Course, Total Army Instructor Training certification, Reserve Component Theater Sustainment Course, Automated Air Load Planning Course, and Department of Defense Fleet Card Authorizing Official Training.

CW4 Toups’ military awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal two Oak Leaf Clusters, Army Reserve Commendation Medal 4th Award, Army Achievement Medal with Silver Oak Leaf Cluster, Army Reserve Component Achievement Medal, National Defense Service Medal with Oak Leaf Clusters, Iraq Campaign Medal with 2 Stars, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal w/M device and sliver hourglass, NCO Professional Development Ribbon, Army Service Ribbon, Overseas Service Ribbon with numeral 2, Three Meritorious Unit Commendations, and 5 Overseas Service Bars.

CW4 Toups Lives in San Antonio, Texas with his wife Sheryl Toups. CW4 Toups has three children, Jesse, Wilton, and Jonathan. He has eight sisters and two brothers; Diana Linn, Linda, Barbra, Roberta, Laurie, JoAnn, Patricia, Lorraine, Donald and William.
