Maj. Gen. Stacy Babcock

Major General Stacy Babcock is currently assigned as the Chief of Staff, United States Army Reserve Command, headquartered at Fort Liberty, North Carolina. She previously served as the Deputy Commanding General & Director, Reserve Personnel Management at the Army Human Resources Command. Her other General Officer assignments include Commanding General of the 86th Training Division, Deputy Commanding General of the 63rd Readiness Division and Deputy Commanding General, Mobilization, Fort Hood Texas.

Major General Babcock enlisted in the Active Army in 1983. She transferred to the Army Reserve four years later, and entered the Army ROTC program at the Rochester Institute of Technology where she received a Bachelor’s Degree in Criminal Justice and commissioned as a second lieutenant in the Military Police Corps in 1991.

Major General Babcock served in multiple staff assignments with the 98th Division (Institutional Training), and later branch transferred to Civil Affairs, deploying to Bosnia in 1996 as a Civil Affairs Direct Support Team Operations Officer. She entered the Active Guard Reserve (AGR) program in 2000 as an Assistant Professor of Military Science at UCLA. She later served as a Civil Affairs Battalion Operations Officer, and completed a tour to Iraq as the Targeting and Plans Officer and Provincial Reconstruction Team (PRT) Operations Officer.

Upon return she took command of the 305th Psychological Operations Company and deployed to Iraq in 2009, providing PSYOP support to the 34th Infantry Division and the Multi- National Division South - Iraq. Additional assignments include Assistant Chief of Staff G5 Plans, United States Civil Affairs and Psychological Operations Command Airborne (USACAPOC‐A); Deputy Commander of Fort Hunter Liggett; Commander, 13th Psychological Operation Battalion; and Deputy to the Deputy Commanding General (Support), United States Army Reserve Command (USARC). Her final AGR position was Brigade Commander of the Army Reserve Careers Division (ARCD) from April 2017 until January 2019.

Major General Babcock’s military awards and decorations include: Legion of Merit, Bronze Service Medal; Army Superior Unit Award; Meritorious Unit Citation; Joint Meritorious Unit Award; and Airborne and Air Assault qualification.

She has a Master’s Degree in Instructional Technology from the Rochester Institute of Technology, and a Master’s Degree in Strategic Studies from the U.S. Army War College.
