Jessica Betando, a vocalist with the 191st Army Band, is presented the Army Commendation Medal for winning Junior Non-Commissioned Officer of the Year by Chief Warrant officer 3 Jeremy Garrido in Camp Parks, California, on Apr. 4, 2022.
