Joint Cooperation 18 builds U.S., NATO civil-military cooperation

NIENBURG, Germany - A sign indicates the location of a civil-military cooperation center in Nienburg, Germany, Nov. 14, during Joint Cooperation 18, Nov. 9-16. Joint Cooperation is NATO’s largest civil-military exercise in Europe. The exercise places military, civilian, and non-governmental agencies in the fictional country of Framland which has requested NATO assistance under Article 4 of the treaty.
