Maj. Gen. Tracy L. Smith

Commanding General, 63d Readiness Division

Major General Tracy L. Smith was commissioned as a Second Lieutenant in the Medical Service Corps through the ROTC program at the University of Guam, where she was awarded a four-year Merit Scholarship and a two-year ROTC National Scholarship. She graduated with a Bachelor of Business Administration degree in 1987.  In 2002, she earned a Master of Business Administration degree from Troy State University followed by a Master’s Degree in Strategic Studies from the United States Army War College where she graduated from the resident course in 2007.  In addition to the AMEDD Basic and Advanced Courses, her military education includes the Army Medical Department Health Services Personnel Course; Army Force Management Course; Combined Arms and Services Staff School; United States Army Command and General Staff College; and the Army Management Staff College’s Sustaining Base Leadership Management Program.

Maj. Gen. Smith currently serves as the Commanding General of the 63d Readiness Division.  Additionally, she was the Deputy Surgeon General for Readiness, Mobilization and Reserve Affairs, Office of The Surgeon General, U.S. Army, where she was appointed to serve on two special task forces.  She first served as the Chief of Staff for the Air Defense Artillery Health of the Force Assessment followed by Chief of Staff, Army Support Team to the Naming Commission.  Her previous assignments include Commanding General, 18th Medical Command (Deployment Support), Fort Shafter, HI; Deputy Commanding General for Support, 807th Medical Command (Deployment Support), Salt Lake City, UT; Chief of Staff, Army Reserve Medical Command (AR-MEDCOM), Pinellas Park, FL; and Commanding General of the 807th Medical Command (Deployment Support).

She was also the first Active Guard and Reserve (AGR) Commander of the 865th Combat Support Hospital in Utica, NY. She has an operations, human resources, and disaster management background and has served in numerous leaderships, operations, and personnel assignments.  Her awards and decorations include the Legion of Merit Medal (with two Bronze Oak Leaf Clusters); Bronze Star Medal; Meritorious Service Medal (with four Bronze Oak Leaf Clusters); Joint Service Commendation Medal; Army Commendation Medal (with four Bronze Oak Leaf Clusters); Army Achievement Medal (with two Bronze Oak Leaf Clusters); Humanitarian Service Medal; Joint Meritorious Unit Award; German Armed Forces Military Proficiency Badge; Expert Field Medical Badge; Humanitarian assistance operations and service campaigns include the Montana Forest Fires, COVID-19 Response, Operation Enduring Freedom, and Operation Iraqi Freedom. Maj. Gen. Smith has also led units in support of Operation Bright Star Egypt and Task Force Kout Men Haiti. Maj. Gen. Smith has been awarded the 9A Medical Proficiency Designator and the Order of Military Medical Merit.
