A native of Sacramento,
California, Mr Stocks received his Bachelor of Arts in Business Administration
from Methodist College in 1989, his Masters of Arts in International Relations
from Boston University in 1993 and Masters in Strategic Studies from the US
Army War College in 2011. He was
commissioned a Second Lieutenant in the U.S. Army Military Intelligence Corps
and is a Distinguished Military Graduate.
Mr Stocks entered Government Civilian
Service in September of 2007 as the Staff Operations and Training Specialist/Deputy
G-7 of the 335th Signal Command (Theater) located in Atlanta,
Georgia. He oversaw all individual and
collective training requirements for the Command, authored the yearly Command
Training Plan and assumed additional duties as the Command USR Officer and
Mobilization Chief from September 2007 until May 2010. In 2010, Mr Stocks moved to El Paso Texas as a
Strategic Planner on the 1st Armored Division Mission Support
Element Staff. He oversaw five separate
strategic projects from initial concept, planning, resourcing and execution. This position was cut short by an involuntary
mobilization to Afghanistan as an Army Reservist. Mr Stocks accepted the position as Command
Executive Officer for the USAR Legal Command in February of 2011 and assisted
in orchestrating the accession of the Legal Command to direct reporting unit
(DRU) to the US Army Reserve Command. Mr
Stocks was responsible for all civilian hiring, discipline, evaluations and
awards for the Command. Mr Stocks
assumed the additional duty as the Command Security Manager. In June of 2012 Mr Stocks accepted his assignment
as the Command Executive Officer of the Military Intelligence Readiness Command. In March of 2015 Mr Stocks accepted his
current assignment as the Chief of Staff or the 63d Regional Support Command.
Prior to entering Government
Civilian Service, Mr Stocks was the owner of Maxwell & Hitchcock LLC and
Max Ties LLC in Atlanta Georgia from 1997 to 2007.
Mr Stocks’ civilian awards include
the Superior Civilian Service Award and the Commander’s Award for Civilian
Service.
He is the proud father of
three daughters and two granddaughters and resides in Santa Clara, California.
