Colonel Nowell currently serves as the Brigade Commander for the 83d U.S. Army Reserve Readiness Training Center in Fort Knox Kentucky. This includes multiple academies to include NCOAs in Fort Dix New Jersey, Camp Parks California, and Fort McCoy Wisconsin
Colonel Arthur R. Nowell assumed responsibilities as the Director of the Senior Leader Development Office for Office of the Chief of Army Reserve in June 2023 and was also selected by the Chief of Army Reserve to dual hat as the Director, General Officer Management Office in October of 2024. Prior to his position at the Office of the Chief of Army Reserve, Colonel Nowell held multiple senior positions at Human Resources Command as the Chief, Officer Management Division, the Chief, Operations and Readiness Division, and the Chief for the Active Guard Reserve Distribution Branch. Colonel Nowell attended Senior Service College as a resident student at the United States Army War College, Carlisle Barracks, Pennsylvania.
As the Director, Senior Leader Development Office, Colonel Nowell was responsible for the development of Army Reserve Senior Leaders in the ranks of Colonel, promotable Lieutenant Colonel, Chief Warrant Officer Five, promotable Chief Warrant Officer Four, Sergeant Major and promotable Master Sergeant (approximately 4000 Soldiers). As the Director, General Officer Management Office, Colonel Nowell advised and assisted the CAR with executive level talent management for 137 General Officers on work force planning, development & employment, succession planning, and performance management.
Colonel Nowell enlisted in the Army in 1994 and was commissioned as a Second Lieutenant in the Corps of Engineers in 1999. After graduating from Engineer Officer Basic Course at Fort Leonard Wood, Missouri, he served as a Platoon Leader for three years with the 739th Engineer Company Multi-Role Bridge, Granite City, Illinois.
As a Major, Colonel Nowell’s command assignments include Detachment Commander, 376th Engineer Crash and Rescue Firefighting in Granite City, Illinois, Detachment Commander 376th Engineer Crash and Rescue Firefighting during mobilization and assignment under the Garrison 101st Airborne Air Assault Division in Fort Campbell, Kentucky, Company Commander, 476th Adjutant General Replacement Company, Centralia, Illinois, Higher Headquarters Detachment Commander, Conus Replacement Center, Fort Benning, Georgia, and Battalion Commander, 8th Battalion Army Reserve Careers Group, Fort Snelling, Minnesota.
Other key staff assignments include two Battalion S1 assignments for the 347th Adjutant General Battalion in Marion, Illinois, G1 Retirement Service Officer for the 99th Regional Support Command in Fort Dix, New Jersey, G3 Operations Battle Captain for the 310th Expeditionary Sustainment Command, Joint Base Balad, Iraq, and Deputy Inspector General of the 807th MCDS, Fort Douglas, Utah.
Colonel Nowell’s military education includes the Engineer Officer Basic Course, the Adjutant General Advanced Officer Course, Command and General Staff College, and United States Army War College. He holds a Bachelor of Science degree in Community Health Education from Southern Illinois University at Edwardsville, Illinois, a Master of Business Administration from Maryville University of Saint Louis, Missouri, and a Master of Strategic Studies from the Army War College from Carlisle Barracks, Pennsylvania.
His military awards include the Bronze Star Medal, Meritorious Service Medal with three Oak Leaf Clusters, Army Commendation Medal with one silver Oak Leaf Cluster, Army Achievement Medal, Coast Guard Achievement Medal, Parachutist Badge, Air Assault Badge, and the German Armed Forces Badge Gold. Campaigns include Iraq Operation New Dawn (2010-2011).
