Brig. Gen. Andrée (Dré) Carter assumed command of the 350th Civil Affairs Command -- Pensacola, FL on May 13, 2023. Previously she was the Deputy Commanding General of the U.S. Army Civil Affairs and Psychological Operations Command (Airborne). Prior assignments include Commanding General of Task Force McCoy in support of OPERATION Allies Welcome (Fort McCoy, WI), responsible for providing Defense Support to Civilian Authorities (Department of Homeland Security) for the resettlement of over 10,000 Afghan evacuees and Deputy Commanding General of the 63d Readiness Division in Mountain View, CA, dual-hatted as the Deputy Commanding General-Mobilization of the Mobilization Force Generation Installation located on Fort Hood, Texas.
BG Carter accepted her Reserve Officer Training Corps scholarship at Wofford College, Spartanburg, SC and commissioned at Columbus State University, Columbus, GA in 1991 as a Quartermaster Officer.
BG Carter’s career began as a Platoon Leader and continued to serve in the Quartermaster Corps for 13 years at the company, battalion, and brigade levels. She served in Germany as Operations Officer, 221st Base Support Battalion overseeing equipment movement to Bosnia in support of OPERATION Joint Endeavor; deployed to Iraq as a Quartermaster Company Commander in support of OPERATION Iraqi Freedom; and led a team of Logistics Observer Controller/Trainers in Fort Bragg, NC supporting Army Reserve and Army National Guard units deploying to Iraq and Afghanistan.
BG Carter’s career as a Psychological Operations officer began in 2008 serving as the Psychological Operations Plans Officer at Headquarters, U.S. Army Civil Affairs and Psychological Operations Command (Airborne), and then onward to a multitude of tactical, operational, and strategic level positions: Executive Officer,13th Psychological Operations Battalion (Arden Hills, MN); Commander, 319th Tactical Psychological Operations Company in support of OPERATION Enduring Freedom (Afghanistan); Plans Officer, G-3/5/7 Plans, Headquarters, U.S. Army Forces Command (Fort Bragg, NC); Commander,16th Psychological Operations Battalion (Fort Sheridan, IL); Plans Officer, G-3/5/7, Office of the Chief Army Reserve (Fort Belvoir, VA); and Commander, 2d Psychological Operations Group (Twinsburg, OH).
BG Carter is a graduate of the Quartermaster Officer Basic Course, Transportation Officer Advance Course, Support Operations Course, Psychological Operations Qualification Course, U.S. Army Command and General Staff College, Reserve Component National Security Course, Stability, Security & Development in Complex Operations Course, and the Army War College. BG Carter holds a Bachelor of Science in General Science, Master of Arts in Procurement and Acquisitions Management, and Master of Arts in Strategic Studies.
BG Carter’s awards and decorations include the Bronze Star Medal with an Oak Leaf Cluster, Meritorious Service Medal with three Oak Leaf Clusters, Army Commendation Medal with an Oak Leaf Cluster, Army Achievement Medal with three Oak Leaf Clusters, Bronze Honorable Order of Saint Martin Medallion, and Bronze Robert A. McClure Medallion.
BG Carter was born and raised in Hawaii; a daughter of a career combat medic and 1990-1991 Gulf War veteran (mother) and retired electrician who served 35 years civil service in the U.S. Navy on Pearl Harbor (father). She lives in New Orleans, Louisiana with her husband, Congressman Troy Carter along with their mini dachshund, Millie; standard poodle, Beaux; and orange tabby, Milo.
