Brig. Gen. Black, a Distinguished Military Graduate of The Citadel, was commissioned as an Aviation Branch 2nd Lt. in 1989. He is a graduate of the Aviation Officer’s Basic and Advanced Courses, the Civil Affairs Officer Advanced Course, the U.S. Army Command and General Staff College, and the U.S. Army War College. He holds a Bachelor of Arts degree from The Citadel, a Master of Arts degree from the University of Miami’s Rosenstiel School of Marine and Atmospheric Science, and a Juris Doctor from the University of Miami School of Law.
Brig. Gen. Black has served in a variety of command and staff assignments during his more than 29 years of combined active and reserve service. As an Aviation officer, he achieved Pilot-in-Command status in both the AH-1F Cobra attack helicopter and the OH-58A/C Kiowa scout helicopter. As such, he served in the Republic of Korea as a Platoon Leader with the 5th Squadron, 17th Cavalry, 2d Infantry Division, and later served as the Squadron S-1 and Asst. Squadron S-3 with the 3rd Squadron, 17th Cavalry, 10th Mountain Division, at Ft. Drum and during combat operations in Somalia. He then commanded C Company, 2nd Battalion (Attack), 25th Aviation Regiment, 10th Mountain Division, as the unit deployed aboard the USS Eisenhower in support of XVIII Airborne Corps operations in Haiti.
Brig. Gen. Black then transitioned from Active Duty to the U.S. Army Reserve, with duty in the U.S. Army Civil Affairs and Psychological Operations Command. As such, he served in a variety of key staff positions with the 478th Civil Affairs Battalion, Perrine, FL, and the 350th Civil Affairs Command in Pensacola, FL and during combat operations in Iraq. Then Col. Black next served with U.S. Army South (ARSOUTH) at Ft. Sam Houston, TX, as Chief, Humanitarian Assistance/Disaster Relief Branch and ARSOUTH Deputy G-9. He then served as the Battalion Commander for the Warrior Transition Battalion at Fort Hood, TX, before returning to the 350th Civil Affairs Command as the CMD G-3. Brig. Gen. Black next served as the Commander for 1st Brigade, 95th Division, at Ft. Sill, OK, and later served as the Chief of Staff and Deputy Commanding General, 108th Training Command, in Charlotte, NC. He began his present assignment as Commanding General of the 350th Civil Affairs Command on 17 November 2018.
