Command Sergeant Major Richard C. Clowser was assigned as Command Sergeant Major of the 78th Training Division, Joint Base McGuire Dix Lakehurst in August 2017. Prior to this assignment, he served as the Command Sergeant Major of the Atlantic Division, 75th Training Command.
Command Sergeant Clowser entered active duty in 1986 upon graduation from high school. He completed Basic Training and Military Police Advanced Individual Training at Fort McClellan, Alabama in that same year. In October 1989, after three years of traveling the globe with the 101st Military Police Company, CSM Clowser transferred from active duty status to the Army Reserve.
His assignments included squad leader, platoon sergeant, compound NCOIC, first sergeant and operations sergeant major for a number of Reserve Component military police units. CSM Clowser has multiple deployments that include Command Sergeant Major for the 392nd Expeditionary Signal BN during Operation Iraqi Freedom, first sergeant for the 320th Military Police Battalion during Operation Iraqi Freedom-03, platoon sergeant for the 367th Military Police Company during Operation Noble Eagle –01, and team leader for the 352nd Military Police Company during Operation Desert Storm.
His awards include: The Bronze Star Medal, Meritorious Service Medal with 2 Oak Leaf Clusters, Army Commendation Medal with 3 Oak Leaf Clusters, Army Achievement Medal with three Oak Leaf Clusters, Good Conduct Medal, Army Reserve Components Achievement Medal with one Silver and three Bronze Oak Leaf Clusters, National Defense Service Medal with Bronze Service Star, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Iraqi Campaign Medal with service star, Armed Forces Reserve Medal with Silver Hourglass, ‘M’ Device and ‘4’ Device, Non-Commissioned Officer Professional Development Ribbon with Numeral ‘5’, Combat Action Badge, Air Assault Badge, Army Superior Unit Award, and Meritorious Unit Citation.
CSM Clowser has completed SSD V and is a graduate of the Primary Leadership Development Course (Distinguished Honor Graduate), Basic Noncommissioned Officer Course (BNCOC), Military Police Advanced Noncommissioned Officer Course (ANCOC), First Sergeant Course, the United States Army Sergeants Major Academy (Class 07-01), Air Assault School, Battle Focused Instructor Course, and Combat Lifesaver Course.
CSM Clowser obtained his Masters Degree in Homeland Security from American Military University in 2016 and holds a Bachelors Degree in Criminal Justice Administration from Excelsior College as well as an AAS in Criminal Justice from Montgomery County (PA) Community College. He is also a graduate from the Montgomery County (PA) Municipal Police Academy ACT 120.
CSM Clowser is a Captain/Deputy Chief with the Norristown (Pa.) Police Department as well as SWAT commander. A native of Pottstown, PA he resides in Harleysville, PA with his wife Rachelle and has two college age daughters, Dara and Phoebe.
