Major General Scottie D. Carpenter assumed responsibilities as the U.S. Army Reserve Command, Deputy Commanding General on 2 August 2017. In this capacity he oversees the Army Reserve Operational, Functional, Training, and Support Commands located in the Continental United States, Hawaii, Puerto Rico and Germany.
He most recently served as the Commanding General for the 84th Training Command (Unit Readiness), in Fort Knox, Kentucky. Major General Carpenter was commissioned a Second Lieutenant in the Military Police Corps in December 1982. He served as Platoon Leader, 211th Military Police Company Clyde, North Carolina and later as Platoon Leader, 805th Military Police Company Raleigh, North Carolina.
Later assignments included Rear Area Security Officer, Company Executive Officer, HHC Commander, 171st Corps Support Group, Saudi Arabia (Mobilized for Operation Desert Storm), as well as Company Commander, 805th Military Police Company, Raleigh, North Carolina and Aide-de-Camp for the Commanding General, 120th ARCOM, Ft. Jackson, South Carolina.
Prior to taking command of the 84th Training Command, Major General Carpenter served as the Commanding General of the 311th Sustainment Command (Expeditionary). He also held the positions of S-2/3 Intelligence, Operations and Training Officer, Executive Officer and Battalion Commander, 535th Military Police Battalion, Raleigh, North Carolina, Deputy Commanding Officer, 171st Area Support Group, Garner, North Carolina, Deputy Brigade Commander, Task Force Guardian, Bagram, Afghanistan (Mobilized for Operation Enduring Freedom), and Deputy Commanding Officer, 641st Area Support Group, St. Petersburg, Florida. Major General Carpenter also served as the Provost Marshal, 81st Regional Readiness Command, Birmingham, Alabama, Theater Personnel Operations Directorate 3d PERSCOM, Jackson, Mississippi, Deputy Commander, 11th Military Police Brigade, Ashley, Pennsylvania, Commander, 641st Regional Support Group, St. Petersburg, Florida, the Acting Commanding General, 143d ESC, Orlando, Florida (Mobilized in support of overseas operations-CONUS), Chief of Staff, 103d ESC, Des Moines, Iowa (Mobilized for Operation Iraqi Freedom) and Commanding General, 11th Military Police Brigade, Los Alamitos, California. In 2013, he was deployed to Kandahar, Afghanistan and served as the Commanding General for the 311th Expeditionary Sustainment Command (Mobilized for Operation Enduring Freedom).
General Carpenter is a graduate of the Military Police Officer Basic and Quartermaster Officer Advanced Courses, Combined Arms & Services Staff School, Command and General Staff College, S-2 Combat Operations Course and the U.S. Army War College where he received a Master’s Degree in Strategic Studies.
Major General Carpenter’s awards and decorations include the Distinguished Service Medal, the Legion of Merit with 2 Oak Leaf Clusters, the Bronze Star Medal with 2 Oak Leaf Clusters, the Meritorious Service Medal with 2 Oak Leaf Clusters, the Joint Services Commendation Medal, the Army Commendation Medal with 3 Oak Leaf Clusters, the Air Force Commendation Medal, the Army Achievement Medal with 1 Oak Leaf Cluster, the Combat Action Badge, the Joint Meritorious Unit Citation and the Meritorious Unit Citation with 2 Oak Leaf Clusters. Major General Carpenter is a recipient of the Order of the Marechaussee (Bronze Award) and a member of the Military Police Regimental Association.
Major General Carpenter and his wife, Phyllis, have two step-sons, Mac and Tabb. He also proudly honors his son, Wesley, a Marine Corps combat veteran.
