Balikatan 2019: AFP, U.S. Army begin construction project at Pagasa Elementary

ORANI, BATAAN, Philippines - U.S. Army 1st Lt. Brendon Cagney, Engineering Civic Action Project (ENCAP) 4 officer in charge, places a 130th Engineer Brigade patch into the time capsule during the emplacement of the capsule at the ENCAP 4 opening ceremony as part of Exercise Balikatan, March 12, 2019. Mr. Francisco Bautista, Department of Education district supervisor and an airman from the 355th Aviation Engineer Wing, Armed Forces of the Philippines, observes. The military relationship between the U.S. and Philippines is strong and based on mutual respect and cooperation. Exercise Balikatan, in its 35th iteration, is an annual U.S.-Philippine military training exercise focused on a variety of missions, including humanitarian assistance and disaster relief, counter terrorism, and other combined military operations.
