What's Happening

The Army Structure Memorandum 2028-2032 approved by the Secretary of the Army directs the inactivation of the two USAR Expeditionary Combat Aviation Brigades and the USAR elements of 2-135th GSAB.

This site is intended for Soldiers with 15 series MOS, 67J, and 68WF2 MOSs who are affected by this structure change to ensure they receive current information and guidance.

USARC G-1, Readiness Assignment Management (RAM) Cell will contact personnel assigned to the affected units that do not fall under the above MOSs to discuss reassignment.  

Aviation Personnel Options

Below are the personnel options available to aviation personnel impacted by the force structure changes.

Expand List item 5145Collapse List item 5145  1. Remain in the U.S. Army Reserve

If Aviation personnel choose to remain in the USAR, they have the option to reclassify or transfer to another unit. 

  • USARC G-1, Readiness Assignment Management (RAM) Cell will contact personnel with 15 series MOS, 67J, and 68WF2 MOSs assigned to the affected units to discuss reassignment. 

  • Soldiers requesting reclassification must become qualified in the new MOS w/in 24-months. 

Reclassification of AV WO

AGR assignments (Updated guidance for AGR assignments will be published as it becomes available.)

  • There is a projected stop movement on inbound and outbound AGR Soldiers in ARAC units until movement cycle 26-02.

  • Once the stop movement is lifted, USARC G-1, in coordination with HRC and the ARAC, will conduct name-tag management of Soldiers identified for movement.

To transfer to the National Guard, a Soldier must meet the following requirements:

  • Age: Must qualify for non-regular retired pay by age 60.

  • Physical: Must meet height/weight and current medical requirements.

  • Education: Must meet education standards for the MOS or option for which you enlist.

  • Background: Must have a current DD Form 214, discharge orders, and approved DD Form 368 (Conditional Release). The Soldier will contact a recruiter and fill out blocks 1-4 of the DD Form 368.  Please visit https://nationalguard.com/recruiter to find a recruiter. 

Conditional Release are processed at the ARAC level using the PAG action corresponding to the Soldier.

Soldiers interested in transitioning to Active Duty can apply through the Call to Active Duty (CAD) Program.  Those interested must contact the ARAC G-1 at usarmy.usarc.arac.list.g1-staff@army.mil to discuss their interest in transitioning to Active Duty.  In addition, please refer to MILPER Message 24-479 for additional information.

  • Soldiers interested in Inter-Service Transfer (IST) most contact a recruiter for their Branch of choice to initiate the process.

  • IST requests will be managed IAW AR 614-120, Inter-Service Transfer of Commissioned Officers and DoD Instruction 1300.04, Inter-Service and Inter-Component Transfer of Service Members.

  • Commissioned officers, warrant officers, and enlisted members in a uniformed service may be given the opportunity to apply for an inter Service transfer to a Military Service or an inter-component transfer within the same Military Service without interruption in their service careers.

  • Transfers are subject to the concurrence of both the gaining Military Service and the losing uniformed service. 

  • The commissioned officer, warrant officer, or enlisted member concerned must request or consent to the transfer.

ETPs/Repayment/Recoupment of unearned portions of bonuses and other benefits

  • Soldiers will retain their incentives when involuntary transferred between RCs units or when reclassifying 
    due to unit transition.

  • Soldiers requesting reclassification must become qualified in the new MOS w/in 24-months.  

  • Soldiers must adhere to the terms of their contract under the new MOS. 

  • USARC will waive recoupment and no future anniversary payments for Soldiers that do not remain in USAR.

NCO Promotions

  • Promotion of Soldiers into the ARAC should stop immediately.  Any vacancies within the ARAC should no longer be advertised for fill.  Current ARAC Soldiers may continue to be promoted OUTSIDE of the ARAC and internally. 

  • Current ARAC Soldiers may be promoted within the ARAC until UIC end date.

Officer promotions

  • Automatic promotions will be executed as normal.  Non-automatic promotions will be executed IAW current policy and regulation; ARAC and HRC will ensure that ARAC positions that are divested in FY26 are not utilized for promotions. Officers will promote on vacant positions in remaining units.
