200th Military Police Command

Major General Phillip M. Churn was born in Washington, D.C. He graduated from Mount Saint Mary’s College in Emmitsburg, MD, in May 1983 and was commissioned as a Second Lieutenant in the Field Artillery. He is the commanding general for the 200th Military Police Command, which commands and controls more than 14,000 Soldiers in 44 states; provide trained and ready Soldiers and units with the critical combat support and combat service support capabilities necessary to support the national military strategy during peacetime, contingencies, and war and support the Army multi-component unit force, training with Active and National Guard units to ensure all three components work as a fully integrated team.

Major General Churn’s key assignments include mobilization during Contingency Operations as: the Director, Afghanistan Detention and Corrections Advisory Team, Combined Joint Interagency Task Force 435, Kabul, Afghanistan; J3: Deputy Director for Operations, and Chief of Current Operations, JTF-Guantanamo, Guantanamo Bay, Cuba; Battery Commander, HQs and Service Battery, 3d Battalion, 27th Field Artillery Regiment (MLRS), XVIII ABN Corps, Fort Bragg, NC during Operation Desert Shield/Desert Storm.

Key command assignments include: Brigade Commander, 3rd Brigade, 104th Training Division Fort Belvoir, VA; Battalion Commander, 336th MP Battalion (Combat Support), Pittsburgh, PA; Provost Marshal/Military Police Task Force Battalion Commander, Bright Star, Egypt ’05-’06; and Battalion Commander, 391st MP Battalion (Internment/ Resettlement), Columbus, OH. Major General Churn’s staff assignments include: Deputy Chief of Staff G-7, 99th Regional Readiness Command, Coraopolis PA; Brigade Executive Officer, 220th MP Brigade, Gaithersburg, MD; Brigade Operations Officer, 300th MP Brigade (I/R), Inkster MI; Management Analyst, Eighth US Army Korea (CONUS), Columbus, OH; Comptroller/ Procurement Program Manager, US Army Publications Agency, Alexandria, VA; Battalion Executive Officer, 384th MP Battalion (I/R), Fort Wayne, IN; Battalion Logistics Officer and Battalion Maintenance Officer; 3d Battalion, 27th Field Artillery Regiment (MLRS), XVIII ABN Corps, Fort Bragg, NC.

Major General Churn is a graduate from; Senior Service College, Command and General Staff College, the DoD Professional Comptrollers Course, the Combined Arms Service Staff School, and the Field Artillery Officers Basic and Advance Courses. He has a Master of Strategic Studies from the U.S. Army War College and has a Bachelor of Science in Economics from Mount Saint Mary’s College.

Major General Churn’s awards and decorations include: the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (with 5 OLC), Joint Service Commendation Medal, Army Commendation Medal, Army Achievement Medal, Army Reserve Components Achievement Medal (with 1 OLC), National Defense Service Medal (with 1 Bronze Service Star) Southwest Asia Service Medal (with 2 Bronze Service Stars), Afghanistan Campaign Medal (with Campaign Star), Global War on Terrorism Expeditionary Medal, Armed Forces Reserve Medal (with “M” Device), Army Service Ribbon, Overseas Service Ribbon (3 award), Army Reserve Component Overseas Training Ribbon (2 award), Kuwait Liberation Medal (Kingdom of Saudi Arabia), and Kuwait Liberation Medal (Government of Kuwait), the Joint Meritorious Unit Award, the Valorous Unit Award; and recipient of the Field Artillery Saint Barbara Award.
