Major General
Phillip M. Churn was born in Washington, D.C. He graduated from Mount Saint
Mary’s College in Emmitsburg, MD, in May 1983 and was commissioned as a Second
Lieutenant in the Field Artillery. He is the commanding general for the 200th
Military Police Command, which commands and controls more than 14,000 Soldiers
in 44 states; provide trained and ready Soldiers and units with the critical
combat support and combat service support capabilities necessary to support the
national military strategy during peacetime, contingencies, and war and support
the Army multi-component unit force, training with Active and National Guard
units to ensure all three components work as a fully integrated team.
Major General Churn’s
key assignments include mobilization during Contingency Operations as: the
Director, Afghanistan Detention and Corrections Advisory Team, Combined Joint
Interagency Task Force 435, Kabul, Afghanistan; J3: Deputy Director for
Operations, and Chief of Current Operations, JTF-Guantanamo, Guantanamo Bay,
Cuba; Battery Commander, HQs and Service Battery, 3d Battalion, 27th
Field Artillery Regiment (MLRS), XVIII ABN Corps, Fort Bragg, NC during
Operation Desert Shield/Desert Storm.

Major General Churn is

and the Field Artillery Officers Basic and Advance Courses. He has a Master of
Strategic Studies from the U.S. Army War College and has a Bachelor of Science
in Economics from Mount Saint Mary’s College.
