Brigadier General (BG) Caroline Pogge was assigned as the Deputy Commanding General, United States Army Civil Affairs and Psychological Operations Command (Airborne) on 9 February 2026. Prior to her assignment, she served as the Process Improvement Chief for the US Army Recruiting Command’s Medical Processing Augmentation Team (MPAT) where she provided data driven analysis to the USAREC command group, HQDA staff, TRADOC, and joint services on medical accessions process and policy issues.
BG Pogge commissioned in the Army Reserve as a Second Lieutenant in 1996 as an Adjutant General. She earned a Bachelor of Arts in Political Science and International Relations from Tulane University in 1996, a Master of Healthcare Administration from the University of Kentucky in 1999, a Master of Strategic Studies from the United States Army War College in 2018, and her Doctor of Public Health from Harvard University in 2019.

BG Pogge is a graduate of the Joint Forces Staff College Advanced Joint Professional Military Education Course; Army War College; Army Command and General Staff College; Army Combined Arms and Services Staff School; Civil Affairs Qualification Course; Adjutant General Officer Basic and Advance Courses. She is a Joint Qualified Officer.
BG Pogge’s awards and decorations include the Bronze Star with one Oak Leaf Cluster, Defense Meritorious Service Medal, Meritorious Service Medal with four Oak Leaf Clusters, Army Commendation Medal with Valor Device and two Oak Leaf Clusters, Army Achievement Medal with one Oak Leaf Cluster, and Combat Action Badge.
In her civilian occupation, BG Pogge is Fordham University’s Master of Science in Health Administration Program Director. She also serves as an independent healthcare consultant supporting organizational change, enhancing care delivery and objectively assessing organizational outcomes both domestically and internationally.
