Brigadier General Caroline R. Pogge currently serves as the Commanding General, 353rd Civil Affairs Command, Staten Island, New York, after assuming command on May 16, 2026. The 353rd Civil Affairs Command provides trained and ready Civil Affairs forces in support of United States Army Reserve Command and Geographic Combatant Commands worldwide.
Brigadier General Pogge commissioned into the United States Army Reserve in 1996 as an Adjutant General officer. Throughout her distinguished career, she has served in numerous command and staff positions across Civil Affairs, strategic operations, training, and interagency coordination.
Her key leadership assignments include Deputy Commanding General, United States Army Civil Affairs and Psychological Operations Command (Airborne); Commander, 1st Brigade, Atlantic Training Division, Joint Base McGuire-Dix-Lakehurst, New Jersey; Commander, 403rd Civil Affairs Battalion; Chief of Staff, 353rd Civil Affairs Command; Operations Officer, Army Reserve Counterterrorism Unit, Department of State; and Civil Affairs Team Leader in Iraq. She has also served in strategic planning and communications roles supporting Army transformation initiatives at the Pentagon and operational planning assignments with United States Army Europe and Africa in Germany.
Brigadier General Pogge has deployed in support of operations in Iraq, the Horn of Africa, and Europe.
She holds a Bachelor of Arts degree in Political Science and International Relations from Tulane University, a Master of Health Administration from the University of Kentucky, a Master of Strategic Studies from the United States Army War College, and a Doctor of Public Health from Harvard University.
Her military education includes the United States Army War College and numerous Civil Affairs, leadership, and operational planning courses throughout her career.
Her awards and decorations include the Bronze Star Medal with Oak Leaf Cluster, Defense Meritorious Service Medal, Meritorious Service Medal with four Oak Leaf Clusters, Army Commendation Medal with “V” Device, and the Combat Action Badge.
In her civilian capacity, Brigadier General Pogge serves as Program Director for the Master of Science in Health Administration program at Fordham University and works as an independent healthcare consultant specializing in organizational transformation and healthcare delivery systems.
