Brig. Gen. Cindy M. Saladin-Muhammad was born in Newark, New Jersey. She entered the U.S. Army as a private in January 1984. She completed training as a Strategic Microwave Systems Repairer at Fort Gordon, Georgia, and was then stationed in Bremerhaven, Germany, with the 581st Signal Company. In 1988, Saladin transferred to the Army Reserve as a Cryptographic Repairer with the 242nd Military Intelligence Battalion at Fort Wadsworth, Staten Island, New York, and then served as a platoon sergeant with the 469th Engineer Battalion at Caven Point, Jersey City, New Jersey. Saladin completed Officer Candidate School in 1993 and was commissioned as a second lieutenant. She served as a platoon leader with 316th Adjutant General Company (Postal). Saladin direct commissioned into the Medical Service Corps as an Environmental Science and Engineering Officer in 1995 and served with the 7238th Medical Support Unit until 2005. She mobilized in 2003 in support of Operation Enduring/Iraqi Freedom, serving as the Preventive Medicine Officer-In-Charge at Fort Dix, New Jersey. She then served as a Training, Advising, and Counseling officer and instructor for the Officer Candidate School at Fort Indiantown Gap. Saladin transferred to the 352d Civil Affairs Command, Fort Meade, Maryland, where she served as the Assistant Chief of Staff, G1. In 2013, Saladin transferred to the 75th Atlantic Training Division at Joint Base McGuire Dix Lakehurst (JBMDL), where she served as the Deputy Branch Chief until 2015. In 2016, Saladin served as the Chief of Health Services at the 7301st Medical Training Support Battalion at JBMDL followed by brigade command of the Northeast Medical Area Readiness Group. Saladin served as the Hospital Commander of the 94th Combat Support Hospital, Seagoville, Texas, September 2018 - May 2020. She served as the Chief of Staff and, in February 2021, assumed command of the 228th Combat Support Hospital (Forward) and United States Military Hospital – Kuwait. From June 2021 until April 2024, Saladin was appointed the Office of the Surgeon General USAR Environmental Science and Engineering Consultant. Saladin assumed command of the 804th Medical Brigade in September 2021. In April 2024, Saladin was assigned as the Deputy Commanding General of the 807th Medical Command (Deployment Support).
Saladin is an alumnus of Rutgers University, the University of Medicine and Dentistry of NJ, the United States Army War College, and Temple University. She holds a joint Bachelor of Science in Clinical Laboratory Sciences and Toxicology, a Master of Business Administration, a Master of Strategic Studies, and a Doctorate in Business Administration. Saladin is a graduate of the Adjutant General Officer Basic Course, the AMEDD Officer Basic and Advanced Courses, the Combined Arms and Services Staff School, United States Command and General Staff College, the Joint Senior Medical Leaders Course, the Medical Strategic Leaders’ Program and the United States Army War College.
Saladin’s awards and decorations include the Legion of Merit with one Oak Leaf Cluster, the Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal with two Oak Leaf Clusters, the Army Achievement Medal with three Oak Leaf Clusters, the Good Conduct Medal, the Army Reserve Component Achievement Medal with one Silver Oak Leaf Cluster and four Oak Leaf Clusters, the National Defense Service Medal with Bronze Star, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Military Outstanding Volunteer Service Medal, the Armed Forces Reserve Medal with Silver Hourglass and “M” device, the Army Service Ribbon, Overseas Service Ribbon second award, and the Army Reserve Component Overseas Training Ribbon fourth award. Saladin is also a recipient of the Order of Military Medical Merit.
Saladin is married to Sayyed Muhammad and has two children, Reshard and Alizah. Saladin currently works as the Senior Director, Business Process Management, in Global Regulatory Affairs and Clinical Safety at Merck & Co. Inc., in Rahway, New Jersey.
