Brigadier General Andrew F. Scarcella was born and raised in Warren, PA. He was commissioned into the Regular Army through ROTC at the University of Notre Dame. Brigadier General Scarcella is an Infantry officer with over 31 years of commissioned service. He assumed command of the 78th Training Division in May 2024.
BG Scarcella has commanded at every level from Platoon to Division and served in multiple staff assignments. He began his career in 2nd Battalion, 27th Infantry Regiment in the 25th Infantry Division where he served as a Rifle Platoon Leader, Rifle Company Executive Officer and Assistant Battalion Operations Officer. He then transitioned to the Pennsylvania Army National Guard (PAARNG), 28th Infantry Division and served in the 2nd Battalion, 112th Infantry Regiment where he was assigned as Battalion Adjutant (S1) and as the Battalion Operations Officer (S3) while deployed to Kosovo as part of Task Force Falcon supporting Operation Joint Endeavor. BG Scarcella’s final assignment in the PAARNG was as the Commander of the state Officer Candidate School Program. BG Scarcella transitioned to the Army Reserve, where his previous assignments include U.S. Army Central G7 Camp Buehring Operations Officer (OIC) in support of Operation Iraqi Freedom; Battalion Commander, 10th Battalion, 80th Regiment (Officer Education System); Commander/Theater Historian, 27th Military History Detachment; Deputy Commander, 78th Training Division; Brigade Commander, 2nd Brigade, Atlantic Training Division; and Deputy Commanding General-Support, 88th Readiness Division.
Brigadier General Scarcella’s military education includes Infantry Officer Basic Course (IOBC), Infantry Officer Advance Course (IOAC), U.S. Army Command and General Staff College, Advanced Joint Professional Military Education (AJPME) and U.S. Army War College. He holds a B.A. in Finance from the University of Notre Dame and an M.S. in Strategic Studies from the U.S. Army War College
Brigadier General Scarcella’s awards and decorations include the Legion of Merit, Meritorious Service Meal with 4 Bronze Oak Leaf Clusters, Army Commendation Medal with 1 Bronze Oak Leaf Cluster, Army Achievement Medal, Expert Infantryman Badge, Parachutist Badge, Air Assault Badge and Ranger Tab.
