416th Theater Engineer Command

Brigadier General Louis L. Mitchell is the Deputy Commanding General of Operations of the 416th Theater Engineer Command. In his previous assignment he was the Commanding General of the 94th Training Division and Deputy Commanding General for Mobilization and Training in Fort Lee, Virginia.

After graduating from the Engineer Officer Basic Course at Fort Leonard Wood, Missouri, he was assigned to the Echo Company 1st BN/321st Infantry Regt BCT, Ft. Jackson, SC, as a Training Officer, with subsequent assignments as an Executive officer 1992 to 1999 and then Company Commander of Alpha Company 1st/321st Infantry Regiment BCT, from 1999 to 2001. He continued to serve next as an Assistant Operations Officer for the 1st/108th Engineer TASS BN from 2001 to 2004, then as An Assistant Professor of Military Science at University of North Carolina -Charlotte 2004 to 2006.

Upon return to U.S. Army Reserve duty in September 2007, BG Mitchell resumed the duties of Assistant Professor of Military Science at Johnson C. Smith University in Charlotte, NC. In January 2008 BG Mitchell transferred to the 108th Training Command where he served as a Plans Officer in the G3. He then served as the Operations Officer and Executive Officer for 3d/321st TSB 104th Division, Ft. Jackson. In 2012 BG Mitchell served as the Deputy Chief of Staff for the 108th Training Command, Charlotte, North Carolina. In February 2013, BG Mitchell assumed command of the 2- 349th Regt. LS BN until May 2015. In July 2015 BG Mitchell PCS to the U. S. Army War College and graduated with a Master of Strategic Studies June 2016. Upon exiting the War College BG Mitchell was appointed as the PACOM Team Chief for the 416th Contingency Response Unit. On August 15, 2017, BG Mitchell assumed command of the 302d Maneuver Enhancement BDE with National response requirements for DOD Chemical, Biological, Radiological, and Nuclear (CBRN) Enterprise (CRE). Most recently BG Mitchell has served as ADCoS G3 Chief of Operations for the 412th Theater Engineer Command.

Brigadier General Mitchell holds a Bachelor of Science in Civil Engineering from Clemson University in 1991 where he was commissioned as a second lieutenant. He also holds in Strategic Studies from the United States Army War College. He is a graduate of the Engineer Officer Basic and Advanced Course, he Combined Arms Services and Staff School, the Command and General Staff College and Army War College.

His military awards and decorations include the Bronze Star Medal, Combat Action Bade, Meritorious Service Medal. Army Commendation Meda, Army Achievement Medal, National Defense Service Medal, Global War on Terrorism Service Medal, Iraqi Campaign Medal, Army Service Ribbon, Armed Forces Reserve Medal with “M” device, and Overseas Service Ribbon.

BG Mitchell recently retired from the North Carolina Department of Transportation. He was the Western Deputy Chief Engineer with Geographic and Supervisory responsibilities for the State transportation network to include construction, maintenance, traffic, landscaping, land develop, and incident management. BG Mitchell’s area of responsibility encompassed 50 counties to include the City of Charlotte, Greensboro, Winston Salem, and Asheville. BG Mitchell was employed by the NCDOT for 29 years. BG Mitchell is now the Senior Vice President in the Carolina’s Region for Volkert Engineering INC. BG Mitchell is a Registered Professional Engineer (PE) and a Certified Public Manager BG Mitchell has received a National Certified Public Managers Certificate. He is married to Karen Mitchell and has two adult children.
