BG Dillard was born in Philadelphia, PA; he is a graduate of Sussex Central High School and has a Bachelor of Science degree in Business Administration and Management from Virginia Commonwealth University. He has a Masters of Business Administration from the Keller Graduate School of Management and a Masters of Strategic Studies degree from the United States Army War College.
BG Dillard entered the Army in 1981 as PVT Dillard, Cannon Crewmember (13B). He received his commission in 1983 from the University of Richmond, VA in Field Artillery.
