SALT LAKE CITY - Army Reserve Chief Warrant Officer 5 Dawn Blanchard, command chief warrant officer, 76th Operational Response Command, speaks to a crowd of friends, family members, coworkers and fellow Soldiers during her retirement ceremony at Fort Douglas, Utah Feb. 10.
