FORT BRAGG, N.C. - Maj. Gen. Scottie D. Carpenter, deputy commanding general of U.S. Army Reserve Command, seen here in his office at USARC Headquarters at Fort Bragg, North Carolina, is retiring this month from the Army after almost 39 years of service.
