Ray Garnett

Chief Executive Officer, 80th Training Command (TASS)

Mr. Ray Garnett serves as the Command Executive Officer for the 80th Training Command, a Two-Star General Compo 3 National-level Training Command in Richmond, VA. The Command has a global support footprint, comprising of three One-Star Divisions with over 6300 authorized personnel (Military and Civilian) located throughout the United States. Mr. Garnett provides executive direction, assistance, and management of all command operations and activities within the Training Command Headquarters, while serving as the principal advisor and full-time assistant to the Commanding General.

Mr. Garnett has 27 years of United States Government experience as a proud Department of the Army, Civilian Employee and professional Soldier with prior service in both the Active and Reserve Components. 

Prior to selection as the Command Executive Officer, General Schedule (GS) 301-14 Position, he held several key Civilian and Military positions to include the Command Supervisory Human Resource Officer; U.S. Army Reserve, Chief Warrant Officer, 94th Training Division; Certified Military Instructor for Human Resource and Finance; and a variety of other Military and Civilian positions ranging from grades GS07 through GS13. He has served on the Department of the Army Staff with the Army Operation Center, Command and Control Support Agency (Pentagon); Army Human Resource Command (HRC); and with the 3d Infantry Division in Fort Stewart, GA with military operations and deployments in Bosnia and Herzegovina, Kuwait, and Iraq (Baghdad and Fallujah). 

His education includes a Master of Business Administration, with Concentration in Human Resource Management from Columbia Southern University, a Bachelor of Science in Human Resource Management from Columbia Southern University, and an Associate of General Studies Degree from Central Texas College. He is a Project Certified Lean Six Sigma Blackbelt and specializes in production efficiency and effectiveness. He also serves as a Certified Department of Defense, Level III, Sexual Assault Advocate. 

Mr. Garnett’s Civilian and Military awards include the Superior Civilian Service Award, two Meritorious Civilian Service Medals, Commanders Award for Civilian Service, Achievement Award for Civilian Service, The Army Staff Identification Badge, three Army Meritorious Service Medals, seven Army Commendation Medals, ten Army Achievement Medals, two Good Conduct Medals, the Armed Forces Reserve Medal with M-Device, the Army Reserve Component Achievement Medal, National Defense Service Medal, two Armed Forces Expeditionary Medals (Bosnia, Iraq), North Atlantic Treaty Organization Medal, Global War on Terrorism Service Medal, and Iraqi Campaign Medal.
