Mr. Ricky E. Simms Sr.

Command Executive Officer, 79th Theater Sustainment Command

Mr. Simms currently serves as the Command Executive Officer (CXO) for the 79 Theater Sustainment Command (TSC). He is a member of the Command’s Senior Executive Team responsible for the day-to-day operations of the United States Army Reserve’s (USAR) second largest Major Subordinate Command (MSC); which consists of more than 224 units, 21,000 geographically dispersed Soldiers and 485 Civilians. Primary advisor to the Commanding General (CG) on policy matters relative to various functions of the Army Reserve Program and specific missions of the Command. Acts for the CG on matters not requiring the personal attention of, or during absences of the CG. Provides executive direction, assistance and support for all operations and activities. Supervises the detailed planning relating to a wide variety of complex management projects, issues, and initiatives. Supervises and directs the daily operations of the Command through more than 25 direct reports responsible for managing more than 600 Full-Time Support (FTS) employees in a wide range of Military ranks and Civilian grades. Manages all resources within the Command to include budget, manpower, facilities, and equipment.

Prior to joining the 79th TSC, Mr. Simms served as the Command Executive Officer (CXO) for the 311th ESC and the Supervisory Logistics Management Specialist. He served as the Logistics Management Specialist for the 304th Sustainment Brigade at March Air Reserve Base and as the Maintenance Management Specialist for the 63rd Regional Readiness Command at Joint Forces Training Base, Los Alamitos, CA. Prior to becoming an Army civilian Mr. Simms was an Army Reserve Contractor as a Logistics Analyst and Supply Technician working for the 311th COSCOM and 304th CMMC in Los Angeles, CA. Mr. Simms has been a full-time employee for the Army Reserve in various capacities for over 28 years.

Mr. Simms has a Master’s in Business Administration (MBA) from Webster University and a Bachelors of Science in Organizational Leadership from Southern New Hampshire University. He has a graduate certification in Project Management and is currently completing a graduate certification for Government Contracting at Webster University. Mr. Simms has a Black Belt in Lean Six Sigma. He is also a graduate of the United States Army Sergeants Major Academy. He is currently the Command Sergeants Major for the 650th Regional Support Group in Sloan, NV. Mr. Simms awards includes the Meritorious Civilian Service Medal, Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, and the Army Achievement Medal.
