HOHENFELS, Germany - Maj. Thomas Howard, a civil affairs observer-controller at Joint Multinational Readiness Center shares some insight with U.S. Army Reserve Soldiers from Company D, 411th Civil Affairs Battalion during Combined Resolve XVI. USAR civil affairs Soldiers supported 1st Armored Brigade Combat Team, 1st Infantry Division, during the December exercise designed to increase readiness and enhance interoperability with Allies to enable U.S. Army Europe-Africa and U.S. European Command theater objectives
