So this is a subject 05:31.299 --> 05:30.730 that's very near and dear to my heart 05:30.739 --> 05:32.961 to get this education out there so that 05:32.961 --> 05:35.017 you and your families can make those 05:35.017 --> 05:37.239 important decisions as you get ready to 05:37.239 --> 05:39.295 transition into retirement . Uh Next 05:39.295 --> 05:41.517 slide , please . All right . So this is 05:41.517 --> 05:43.628 what we're gonna go over . Um I wanna 05:43.628 --> 05:45.795 go over what the , a brief overview of 05:45.795 --> 05:47.739 what the program is , the timeline 05:47.739 --> 05:49.906 associated to you , the soldier and um 05:49.910 --> 05:51.966 of course , your family as they make 05:51.966 --> 05:53.854 those decisions with you and then 05:53.854 --> 05:55.910 provide you some resources on that . 05:55.910 --> 05:58.132 And um the current open season that's , 05:58.132 --> 06:00.466 that's uh happening next slide , please . 06:00.466 --> 06:02.466 Ok . So what is a reserve component 06:02.466 --> 06:04.521 Survivor benefit plan ? So I'm gonna 06:04.521 --> 06:06.632 call it R CS P P short because it's a 06:06.632 --> 06:08.632 mouthful . Um But the first thing I 06:08.632 --> 06:10.854 wanna mention about it , it is purple . 06:10.854 --> 06:13.269 So this is a , a program that is uh 06:13.279 --> 06:15.168 that's expanded through the other 06:15.168 --> 06:18.209 services and is deeply rooted in law . 06:18.220 --> 06:20.329 So this is um an extension of the 06:20.339 --> 06:22.540 Survivor benefit plan , which was 06:22.549 --> 06:25.760 established in 1972 to provide a 06:25.769 --> 06:29.010 portion of a retired pay to a Survivor . 06:29.299 --> 06:31.521 And so the reserve component piece came 06:31.521 --> 06:33.632 about in 1978 . So it took a minute , 06:33.632 --> 06:35.688 but we've got it . And that is uh to 06:35.688 --> 06:38.390 cover the period when a member has or 06:38.399 --> 06:40.380 in this case , a reserve soldier 06:40.390 --> 06:42.390 reaches their 20 years of service , 06:42.390 --> 06:44.446 creditable service . What happens if 06:44.446 --> 06:46.446 they die before they get to a point 06:46.446 --> 06:48.723 where they start receiving retired pay ? 06:48.723 --> 06:50.779 So this is that coverage time . Next 06:50.779 --> 06:53.049 slide , please . Ok . So R CS B P is 06:53.059 --> 06:54.959 the only way that an army reserve 06:54.970 --> 06:57.137 soldier can provide a portion of their 06:57.137 --> 06:59.839 future retired pay to their survivor . 07:00.019 --> 07:02.075 Um , so this is a decision that they 07:02.075 --> 07:04.297 have to make within 90 days of their 20 07:04.297 --> 07:06.297 year letter . That is regardless of 07:06.297 --> 07:08.519 whether they decide to continue serving 07:08.519 --> 07:10.741 or to hang up the uniform after they've 07:10.741 --> 07:12.741 received that letter . Ok . But the 07:12.741 --> 07:14.797 first step here is to make sure that 07:14.797 --> 07:16.963 the retirement points are correct . So 07:16.963 --> 07:16.859 you're the soldier out there , you need 07:16.869 --> 07:19.140 to check your points every year to make 07:19.149 --> 07:21.371 sure that's correct . If you're missing 07:21.371 --> 07:23.149 points need to get with your hr 07:23.149 --> 07:25.149 professional at your local units to 07:25.149 --> 07:27.260 help you with that . And IP S A makes 07:27.260 --> 07:29.427 it a little bit easier because you can 07:29.427 --> 07:29.309 go ahead and put in a personal action 07:29.320 --> 07:31.850 request uh to make those corrections , 07:31.859 --> 07:34.026 ok ? Because we are not gonna cut that 07:34.026 --> 07:36.248 20 year letter until it says you've got 07:36.248 --> 07:38.303 20 years of credible service . So if 07:38.303 --> 07:40.248 you're missing five years worth of 07:40.248 --> 07:42.359 active duty time or guard time , um , 07:42.359 --> 07:44.359 we won't know that . And so that 20 07:44.359 --> 07:46.526 year letter might be five years late . 07:46.526 --> 07:48.526 So it's very important to make sure 07:48.526 --> 07:50.637 that those points are correct in your 07:50.637 --> 07:52.748 record . Ok ? The next thing that you 07:52.748 --> 07:54.803 need to look into is that , uh , you 07:54.803 --> 07:56.803 need to go to a retirement planning 07:56.803 --> 07:58.970 brief , ok . We've got a bunch of Army 07:58.970 --> 08:00.915 Reserve R S OS out there ready and 08:00.915 --> 08:03.081 willing to help you out and you may or 08:03.081 --> 08:05.026 may not know this , but between 18 08:05.026 --> 08:07.192 years of credible service and 20 years 08:07.192 --> 08:09.137 of service , it's actually an army 08:09.137 --> 08:11.359 regulation requirement to attend one of 08:11.359 --> 08:13.470 those briefings because we understand 08:13.470 --> 08:15.248 the importance of the fact that 08:15.248 --> 08:17.526 retirement is a process , not an event . 08:17.526 --> 08:19.692 There are a lot of decisions to make a 08:19.692 --> 08:21.915 lot of information to take in and it'll 08:21.915 --> 08:23.637 take you a few years to really 08:23.637 --> 08:25.803 synthesize a lot of that information . 08:25.803 --> 08:27.915 So we wanna give you that opportunity 08:27.915 --> 08:30.137 to get in there and get the information 08:30.137 --> 08:30.109 so that you can make an informed 08:30.119 --> 08:32.008 decision . Now , those retirement 08:32.008 --> 08:34.390 briefings are held monthly uh by the 08:34.400 --> 08:36.511 readiness divisions within their area 08:36.511 --> 08:38.678 of responsibility as well as the ninth 08:38.678 --> 08:40.950 MS C . And I would highly encourage you 08:40.960 --> 08:43.500 to take your spouse and family members 08:43.510 --> 08:45.732 to that . Um , because this is a lot of 08:45.732 --> 08:47.788 information , it's better to have at 08:47.788 --> 08:49.899 least two sets of eaters to listen to 08:49.899 --> 08:51.677 it and they'll have a different 08:51.677 --> 08:53.843 perspective on some of the things that 08:53.843 --> 08:55.954 they're hearing . Ok . So it's really 08:55.954 --> 08:58.288 important that you bring them along and , 08:58.288 --> 08:57.849 um , you know , you don't have to stay 08:57.859 --> 08:59.748 within your readiness division if 08:59.748 --> 09:01.748 there's another location that you'd 09:01.748 --> 09:03.859 rather go , because you have somebody 09:03.859 --> 09:05.970 to visit over there that is somewhere 09:05.970 --> 09:08.081 you can , you can go and , and uh get 09:08.081 --> 09:10.192 that information because what we need 09:10.192 --> 09:12.081 you to be prepared to do once you 09:12.081 --> 09:13.915 receive that letter is to make a 09:13.915 --> 09:16.081 decision . Ok . Again , whether you're 09:16.081 --> 09:17.859 ready to hang up the uniform or 09:17.859 --> 09:19.915 continue serving , you still have to 09:19.915 --> 09:21.970 make that decision within 90 days of 09:21.970 --> 09:24.137 receiving that 20 year letter . If you 09:24.137 --> 09:26.026 don't by law , you have automatic 09:26.026 --> 09:28.026 coverage for whatever dependent you 09:28.026 --> 09:29.970 have at the date of the . And that 09:29.970 --> 09:32.137 means that they will have an immediate 09:32.137 --> 09:34.248 um annuity payout if you die prior to 09:34.248 --> 09:38.000 age 60 or your early age trap , and it 09:38.010 --> 09:40.270 would be based off of your full retired 09:40.280 --> 09:42.391 pay . So again , that is , that is by 09:42.391 --> 09:45.609 law . Um So you want to have , you 09:45.619 --> 09:47.619 wanna be the one that's making that 09:47.619 --> 09:49.675 decision , so make sure you complete 09:49.675 --> 09:52.369 that D D form 26 56-5 . Ok . And part 09:52.380 --> 09:54.950 of that decision is first the options . 09:54.960 --> 09:57.182 So option A means that you're declining 09:57.182 --> 09:59.516 R CS B P coverage . I like to call that . 09:59.516 --> 10:01.738 Thanks . But no , thanks . Ask me again 10:01.738 --> 10:03.904 later because you say I don't want the 10:03.904 --> 10:05.793 coverage time between 20 years of 10:05.793 --> 10:07.904 credible service . And when I reached 10:07.904 --> 10:10.071 the age of eligibility for retired pay 10:10.071 --> 10:12.182 and for most people that's age 60 and 10:12.182 --> 10:11.619 for some , it might be as early as age 10:11.630 --> 10:14.140 50 there's some credible time um that 10:14.150 --> 10:16.150 you had for some of the active duty 10:16.159 --> 10:19.510 time that you had after 2008 . Um But 10:19.520 --> 10:21.742 then you get to make a decision about S 10:21.742 --> 10:24.219 V P at non regular retirement . Ok . If 10:24.229 --> 10:26.229 you choose option B , you mean that 10:26.229 --> 10:28.619 means you want coverage there's also 10:28.630 --> 10:30.963 option C so both of those are coverages , 10:30.963 --> 10:33.186 but the difference is when that annuity 10:33.186 --> 10:35.074 gets paid out . So option B means 10:35.074 --> 10:37.186 you're saying yes , I want coverage . 10:37.186 --> 10:39.979 So if I die before age 60 my survivor 10:39.989 --> 10:42.211 will rece start receiving their monthly 10:42.211 --> 10:44.989 retired pay or monthly annuity . Um 10:45.000 --> 10:48.000 based off of my retired pay when I 10:48.010 --> 10:49.843 would have turned age 60 so that 10:49.843 --> 10:51.919 they'll have to wait . Ok . Option C 10:51.929 --> 10:54.096 means if I die prior to age 60 they're 10:54.096 --> 10:56.040 gonna start receiving that monthly 10:56.040 --> 10:58.151 annuity right away . And I don't know 10:58.151 --> 11:00.096 if I mentioned about those monthly 11:00.096 --> 11:02.207 annuities do have cola increases also 11:02.207 --> 11:04.040 like retired pay does . Ok ? Now 11:04.040 --> 11:06.262 there's six different categories that a 11:06.262 --> 11:08.429 soldier can choose from . So the first 11:08.429 --> 11:10.596 category is spouse only , there's also 11:10.596 --> 11:12.485 spouse and child , child , only , 11:12.485 --> 11:15.239 former spouse , former spouse and child . 11:15.320 --> 11:17.710 And if that soldier does not have any 11:17.719 --> 11:19.886 Children and is not married , they can 11:19.886 --> 11:21.997 elect an insurable interest . So that 11:21.997 --> 11:23.719 six categories only open to an 11:23.719 --> 11:26.640 unmarried soldier without Children . Ok . 11:26.729 --> 11:30.500 Next slide . So 11:30.919 --> 11:32.975 open season , I'm gonna transition a 11:32.975 --> 11:35.190 little bit with that . Ok ? So S P P , 11:35.200 --> 11:37.089 open season is not something that 11:37.089 --> 11:39.089 happens every year . I know it says 11:39.089 --> 11:41.144 open season , but it's not like your 11:41.144 --> 11:43.311 insurance . Ok . Open season for S B P 11:43.311 --> 11:45.422 only occurs when there is a major law 11:45.422 --> 11:47.200 change and we just had one . So 11:47.200 --> 11:49.367 Congress enacts these open season . It 11:49.367 --> 11:51.422 started when we enacted the National 11:51.422 --> 11:53.869 Defense Authorization act of 2023 when 11:53.880 --> 11:56.047 the president signed it on the 23rd of 11:56.047 --> 11:57.991 December , and it's gonna go until 11:57.991 --> 12:00.213 January 1st 2024 . So it's a little bit 12:00.213 --> 12:02.909 over a year and those who are eligible 12:02.919 --> 12:04.919 for this open season . Next slide , 12:04.919 --> 12:08.590 please are ones that , um , were 12:08.599 --> 12:10.821 currently enrolled in the program as of 12:10.821 --> 12:14.190 December 22nd , 2022 . So if a soldier 12:14.200 --> 12:17.489 was enrolled in S B P or R CS B as as 12:17.929 --> 12:21.229 of December 22nd , 2022 they can 12:21.239 --> 12:23.719 discontinue coverage . If they 12:23.729 --> 12:25.785 discontinue coverage , they will not 12:25.785 --> 12:27.896 receive a refund of the premiums that 12:27.896 --> 12:29.896 they have already paid because they 12:29.896 --> 12:32.007 have already received that coverage . 12:32.007 --> 12:34.010 Um and it bars them from enrolling 12:34.020 --> 12:36.020 again in the future . So if this is 12:36.020 --> 12:38.242 something that you're considering , you 12:38.242 --> 12:40.353 really need to make sure that that is 12:40.353 --> 12:42.576 something that you don't , that you and 12:42.576 --> 12:44.520 your family do not need . Ok . For 12:44.520 --> 12:46.687 those who are not participating in the 12:46.687 --> 12:48.950 program as of December 22nd , 2022 they 12:48.960 --> 12:51.299 can now enroll until January 1st and 12:51.309 --> 12:53.420 there will be some back premiums that 12:53.420 --> 12:55.642 they pay for that and they will pay for 12:55.642 --> 12:57.753 their premiums ongoing like the other 12:57.753 --> 12:59.698 folks who are participating in the 12:59.698 --> 13:01.920 program . Now again , I want to caution 13:01.920 --> 13:03.976 this , these decisions that you make 13:04.020 --> 13:06.242 not just for this open season , but for 13:06.242 --> 13:08.900 R CS D P is a very individual decision . 13:09.450 --> 13:11.617 You know , I highly recommend that you 13:11.617 --> 13:14.520 talk to a financial advisor . Um talk 13:14.530 --> 13:17.299 to your R S O . Get the facts because 13:17.309 --> 13:19.198 your family situation is gonna be 13:19.198 --> 13:21.420 different from somebody else's and this 13:21.420 --> 13:23.309 tool might be a good one for your 13:23.309 --> 13:25.420 family or it may not be . Um but that 13:25.420 --> 13:27.365 is a very individual decision . So 13:27.365 --> 13:29.531 something that you need to do together 13:29.531 --> 13:31.809 as a family . Ok . Uh We recently expanded this as 22:14.819 --> 22:16.986 part of the secretary's taking care of 22:16.986 --> 22:19.152 people initiative . So the eligibility 22:19.152 --> 22:21.319 now is that the service member must be 22:21.319 --> 22:23.541 on title 10 and they must be in the pay 22:23.541 --> 22:25.541 grades of E one to E six , six . Up 22:25.541 --> 22:27.763 until March of this year , it was E one 22:27.763 --> 22:30.089 to E five oh one to oh three . It was 22:30.099 --> 22:32.849 oh one to oh two until March or W 1 to 22:32.859 --> 22:35.270 W-2 . Now , this is a non-competitive 22:35.280 --> 22:37.391 scholarship and it's not based on the 22:37.391 --> 22:39.391 income of the family or the service 22:39.391 --> 22:42.079 member . It's really a , a focus on our 22:42.089 --> 22:44.890 younger spouses .
