Army Reserve personnel receive Department of the Army Internal Review Awards

U.S. Army Reserve Command

The U.S. Army Reserve Command Headquarters Internal Review team co-hosted a virtual training symposium with the Office of Assistant Secretary of the Army (Financial Management & Comptroller) in August 2025. The event provided professional development to more than 400 Army Internal Review (IR) auditors on topics such as auditability, AI/Robotics, and data analytics. Attendees heard from several senior leaders within the ASA(FM&C), the Government Accountability Office, Department of Defense Office of Inspector General, and U.S. Army Audit Agency.

During the event, USARC IR received three Department of the Army IR Awards:

  1. Outstanding IR Office of the Year 2025 (large office category)- Awarded to HQ USARC IR, led by Director, Amy Rogers. The HQ USARC IR office executed a transformative restructure, strategically expanding IR capabilities and improving risk mitigation across USARC through high-impact audits.  The office led or oversaw 34 audits covering a wide variety of topics which resulted in $1.3 million in potential monetary benefits and 144 actionable recommendations, directly advancing command priorities.  The office has proactively shared audit strategies, success stories, and structural recommendations with peer IR offices and provided exemplary service in partnering with OASA (FM&C) to plan and host this year’s Army IR symposium.
  2. Outstanding IR Office of the Year 2025 (1 person office category) - Awarded to 3rd Theater Medical Command IR, led by Mr. Conroy Williams, Auditor). The 3rd TMC IR Office published audit reports on catered meals and the Army Substance Abuse Program in addition to initiating a third engagement on management of Lodging-In-Kind.   The catered meals and Substance Abuse Program audits resulted in 12 recommendations that enabled the 3 TMC to improve controls and reduce the risk of unauthorized payments.  The 3 TMC IR office has also shared its work products with peer IR offices and provided other types of assistance to these offices on numerous occasions.
  3. Above and Beyond- Awarded to Mrs. Sara Paul, Audit Manager, HQ USARC IR. Ms. Paul demonstrated exceptional dedication and initiative in her role as USARC IR Training Coordinator, significantly contributing to the IR mission.  She expertly managed the training program for over 55 auditors, ensuring compliance with government auditing standards.  Ms. Paul provided staff a variety of both soft and technical skills training, coordinated three high-quality virtual training courses with Graduate School USA, Audit Forward LLC, and the GAO Center for Audit Excellence, and curated seven additional specialized courses to meet the evolving needs of the USARC IR community.  Additionally, she led the planning and execution of a multi-day USARC IR training conference, secured the Army Auditor General as keynote speaker, and successfully transitioned the format of the event from in-person to virtual at the last minute due to a hurricane.
