USACAPOC(A) wins Chief of Staff of the Army Supply Excellence Award

Members of the United States Army Civil Affairs and Psychological Operations Command (Airborne) G4 received the Chief of Staff of the Army Supply Excellence Award Sept. 20 at the USACAPOC(A) headquarters building.

The Department of the Army level award recognized the work of the logistics team at USACAPOC (A) during calendar year 2017-2018.

Those receiving recognition included: Derrick Jackson, supply logistics management specialist; Sgt. Maj. Judith DeUnamuno, G4 senior enlisted leader; Chief Warrant Ofc. 4 Lori Stanistreet, G4 property book officer; and Master Sgt. Miguel Crus-Nieves, senior supply sergeant.

The awards were presented by Maj. Gen. Darrell Guthrie, USACAPOC(A) commanding general.

“This is a tremendous honor for USACAPOC,” he said.

There are unique challenges in supplying USACAPOC(A) units, he added. This includes unique types of equipment that are in the Army supply system, and some that have to be acquired from outside. Every year, the command manages about $40 million to buy and maintain it all.

“That’s a lot of money that we are taking care of on behalf of the American tax payer,” Guthrie said. “This award is indicative of good stewardship."

The award represents a collective effort, Jackson said.

“This is not just for the G4, this is for the whole headquarters,” he said.

The award enhances the readiness and supply effectiveness within our organizations, Stanistreet said.

“The program provides a positive incentive for extraordinary supply and support operations and fosters outstanding accountability, support, and resource management while enhancing awareness and strict adherence to logistics management and the Command Supply Discipline Program,” she said.

The Chief of Staff, Army, Supply Excellence Award Program was conceived during the Total Army Worldwide Supply Conference held in November 1984. The Deputy Chief of Staff for Logistics tasked the U.S. Army Quartermaster School to assist in the research and development of an award program that would recognize supply excellence at the various unit and organizational levels.

The Total Army established objectives were to: enhance logistical readiness of all Army units; enforce the Command Supply Discipline Program; encourage the use of available resources; and provide a structure for recognition of group and individual initiatives. The established benefits of the SEA program are: instill personal challenges to individual soldiers; perpetuate group competition; provide a management tool to ensure system standardization; and increase public awareness of supply excellence within the Total Army and create overall improvement of our supply system.

The primary criteria for evaluation are demonstrated success in supervisory and managerial responsibilities in compliance with the Army standard supply policy and procedures, the command supply discipline program, and the Army management philosophy, according to Stanistreet.

“The program is structured to allow units with like complexity and responsibility to compete collectively against Army CSDP standards and not each other,” she said.

Preparation for the competition began in 2017.

“We had to pull together many documents which included documentation highlighting samples of clothing records, hand receipts, shortage annexes, Standard Operating Procedures, Financial Liability Investigation of Property Loss (FLIPL) procedures, and samples of daily supply-related transactions to name a few components of the packet,” Stanistreet said. “The G4 staff worked hard to get the documents together it was a lot of hard teamwork. We met the challenge head on and demonstrated professionalism and teamwork throughout the G4 that brought us to the final step.”

The award means a great deal to everyone in the G4, she said.

“It was a lot of hard work by all of the staff, I can honestly say that it never would have been accomplished without all their hard work,” she added.
