Major General Belanger is a native of Wantage, New Jersey, and currently resides in Greer, South Carolina. She commissioned as a Second Lieutenant in the Adjutant General Corps from the United States Military Academy in 1991. She holds a Master’s Degree in Strategic Studies (MSS) from the United States Army War College, Carlisle Barracks, Pennsylvania.
Major General Belanger is performing the duties of the Special Assistant to the Assistant Secretary of the Army (Manpower and Reserve Affairs) since August 1, 2021. During her 32 years of service, she has held a variety of command and staff positions. Command assignments include the 85th United States Army Reserve Training Support Command in Arlington Heights, Chicago, Illinois; the 4th Personnel Services Brigade in Decatur, Georgia; the 11th Battalion, 108th Regiment (OES) in Concord, North Carolina; and the 482nd Adjutant General Company in Myrtle Beach, South Carolina.
From 1991-1996, Major General Belanger served on active duty in Fort Carson, Colorado as Chief, SIDPERS followed by Executive Officer of 4th Personnel Services Company and later as Chief of Enlisted Strength Management, HHC 4th Infantry Division. In 2003, Major General Belanger mobilized to Fort Bliss Texas as the Battalion Operations Officer (S3), 360th CONUS Replacement Center in support of Operation Iraqi Freedom, and in 2013, she deployed to Kuwait as the G-1, 143d Sustainment Command (Expeditionary). Most recently, she served from 2020-2021 as the Deputy Commanding General, Human Resources Command in Fort Knox, Kentucky followed by her assignment to the Pentagon in 2021.
Major General Belanger has held a variety of Reserve Component staff assignments including S-1, 6th Brigade, Denver Federal Center; as well as Operations Officer (S3) and Battalion Executive Officer (XO) at the 360th Adjutant General Battalion in Myrtle Beach, South Carolina. She also served as Brigade Operations Officer (S3) and Deputy Commander, 207th Regional Support Group in Fort Jackson, South Carolina; and G-7 Operations Officer for the 80th Training Command in Richmond, Virginia.
Her military education includes the Adjutant General Corps Officer Basic and Advance Courses, Combined Arms and Services Staff School, Command and General Staff College, the United States Army War College and Advanced Joint Professional Military Education.
Major General Belanger’s significant awards and decorations include: Legion of Merit with 1 Oak Leaf Cluster, Meritorious Service Medal with 6 Oak Leaf Clusters, Army Commendation Medal with 4 Oak Leaf Clusters, Army Achievement Medal with 2 Oak Leaf Clusters, Global War on Terrorism Service and Expeditionary Medals, Military Outstanding Volunteer Service Medal, Army Reserve Component Achievement Medal with Silver and Bronze Oak Leaf Clusters, Armed Forces Reserve Medal with “M” Device and Bronze Hourglass and Parachutist Badge. She was awarded the Horatio Gates and Saint Maurice Medals and became a Distinguished Member of the AG Corps in 2021.
Since 2006, Major General Belanger has been employed as a civilian at BMW Manufacturing Company in Spartanburg, South Carolina. She has three children, Alexa (25), Grant (22), and Aubrey (20).
