Junkans, a human resources non-commissioned officer and civil affairs female initiative team member with the 418th Civil Affairs Battalion, welcomes Francisco Jose Puig Vara, a head of cooperation first counsellor with the European Union, to an eradication of female genital mutilation conference here on October 26, 2016.  Civil Affairs Soldiers with the female initiative group took part in key leader engagements with local leaders and government officials in order to discuss human capacity building projects.
