Stephen D. Austin
was selected for the Senior Executive Service in June 2007. He became the Director, Resource Management, Material Core Enterprise (DRM/MCE) on 5 December, 2010.
Mr Austin is the United States Army Reserve Chief Financial Officer exercising fiduciary responsibilities including comptroller, budget execution and programming. As the DRM/MCE, he oversees the Chief of the Army Reserve's Title 10 responsibilities for three appropriations: Reserve Personnel Army (RPA), Operation and Maintenance Army Reserve (OMAR) and Military Construction Army Reserve (MCAR) affecting more than 205,000 soldiers in 1,500 units and over 1,000 facilities.
Prior to assuming his position in the Army Reserve, he was the Department of Commerce Director of Program Evaluation and Risk Management and Senior Advisor to the Chief Financial Officer (CFO) / Assistant Secretary of Administration (ASA) with over 3.5 years in the Senior Executive Service. In this position, he advised the Department Deputy Secretary and CFO / ASA on financial, performance, management, and business process issues within the Department. He also led the Department Management Council, set up the first comprehensive Department-level Program Review process, and led the initial institution of a Balanced Scorecard management and performance system in the Department.
