Major General William M. Buckler, Jr. is the Commanding General for the 412th Theater Engineer Command. He graduated from the United States Military Academy at West Point, New York in 1978. General Buckler holds a Bachelor of Science degree from the U.S. Military Academy and a Master of Strategic Studies degree from the US Army War College at Carlisle, Pennsylvania. His military education includes Airborne School, U.S. Army Engineer Officer Basic and Advanced Courses, Command and General Staff Officer College, CGSC Faculty Development Course, and the U.S. Army War College.
Major General Buckler served over three years as the Deputy Commander, 412th Theater Engineer Command. Concurrently, he served as the Assistant Chief of Staff, Engineer for the Eighth U.S. Army in South Korea. Prior to joining the U.S. Army Reserve, Major General Buckler served on active duty as a Platoon Leader and Executive Officer in the 8th Engineer Battalion, 1st Cavalry Division. He also served as an Instructor, Tactics and Operations Division, U.S. Army Engineer School. Major General Buckler then served as a Company Commander in the 11th Engineer Battalion. Major General Buckler’s commands in the Army Reserve include being Company Commander, Headquarters and Headquarters Company, 980th Engineer Battalion and Commander, 983d Engineer Battalion. In 2004 Major General Buckler assumed the position of Commander, 493d Engineer Group. During the period August 2005 to June 2006 he also served as the Commander of Combined Joint Task Force Morazan, New Horizons 2006 – El Salvador. Major General Buckler served at the Battalion and Group levels as the Staff Officer in each of the Primary Staff Sections, as well as a Battalion Executive Officer and a Group Deputy Commander. Major General Buckler also served as G-3, 75th Division (Training Support). In 2003, he was mobilized in that same position. Major General Buckler mobilized and deployed to Afghanistan as the Commander, Joint Force Engineer Command and Director of Engineering, United States Forces – Afghanistan, from August 2009 to August 2010, with the 412th TEC’s Deployable Command Post #1. His other assignments include service as an Umpire/Controller and Team Chief, 95th MTC; Chief, Unit Training, 81st RSC; and CGSC Small Group Leader, 108th Division (Institutional Training).
Major General Buckler’s awards include the Bronze Star, Meritorious Service Medal with three Oak Leaf Clusters, the Army Commendation Medal with one Silver Oak Leaf Cluster, the Army Achievement Medal with one Oak Leaf Cluster, the Army Reserve Component Achievement Medal, and the Parachutist Badge. He has also been awarded the Bronze de Fleury Medal.
Upon leaving active duty in 1984, Major General Buckler began his career at The Goodyear Tire and Rubber Company. He retired from Goodyear in October 2010.
Major General Buckler and his wife, Carol, reside in Southside, Alabama. Their daughter, Carrie, and her husband, Louis, reside in Dallas, Texas. Their son, Steve, and their four grandchildren, Dustin, Brendan, Alanna, and Bella, reside in Kansas City, Missouri.
