Colonel Todd W. Arnold was commissioned a Second Lieutenant in Armor from the United States Military Academy in 1983. His active duty assignments include Platoon Leader and Company Executive Officer in F/40 Armor and Assistant SS3, Combat Support Battalion, Berlin Brigade; S4, HHC Company Commander and Assistant S3, 3/73 Armor (Airborne), 82d Airborne Division, where he was one of the first paratroopers deployed to Operation Desert Shield; and training in the United States and Germany for Russian and Eastern European Foreign Area Officer (FAO) duties in the former Soviet Union. 
After transferring to the Army Reserves, he served in the 412th Engineer Command Forward in Heidelberg, Germany; and held battalion, brigade and assistant Division command positions in the 98th Training Division (Initial Entry Training), Rochester, NY and Fort Benning, GA.
Colonel Arnold is presently assigned as the Chief of Staff, 412th Theater Engineer Command, Vicksburg, MS.  He has deployed several times to the Kingdom of Saudi Arabia in support of the Office of the Program Manager-Facility Security Management as well as a recent tour of duty in Afghanistan, where he served as the senior advisor to the Afghan National Army G5 and his staff.
As a civilian, he is the Command Executive Officer of the 98th Training Division, Fort Benning, GA, where he is the Division Commanding General’s representative in her absence. He is responsible for the leadership of the Full-Time staff and more than 100 Reserve Centers located in 18 states and Puerto Rico.
