​CSM Jay Preston began his military career in the U.S. Army on 15 December 1975 under the Army Delay Entry Program before entering Basic Training at Fort Jackson, SC on 23 June 1976.  He also completed his Advance Individual Training at Fort Jackson on 24 October 1976.  CSM Preston’s first duty station was with the 101st Adjutant General Company, Fort Campbell, KY.  For the next three years he worked as the Deletion/Deferment clerk in the Overseas Levy Office, 101st Airborne Division.  CSM Preston left active duty on 22 June 1979 and joined the Army Reserves on 27 November 1979.

CSM Preston is a graduate of the U.S. Army Sergeants Major Academy.  His awards and decorations include the Bronze Star, Meritorious Service Medal (Silver oak leaf clusters), National Defense Service Medal (Bronze oak leaf cluster), Armed Forces Reserve Medal (silver hour glass/M device), Army Reserve Component Achievement Medal(one silver oak leaf cluster), Army Achievement Medal (one oak leaf cluster), NCO Professional Development Ribbon (Bronze Number 4), Southeast Asia Service Medal (3 Bronze Stars), Liberation of Kuwait Medal, Global War on Terrorism Expeditionary Medal, Good Conduct Medal, and Army Service Ribbon.
 
As a Citizen Soldier, CSM Preston is a Resource Management Officer for the 87th US Army Reserve Support Command (East), Birmingham, AL.  He is married to the formal Ms. Jackie Dobbins.  They have four children James, Tawana, Kateshia, and Tina.
