Chaplain (Capt.) Charles Ross, currently assigned to the U.S. Army Reserve’s 403rd Civil Affairs Battalion, listens July 21 as 10-year-old Ellie Rusanowsky explains her family sign during a 99th Regional Support Command Strong Bonds family event at the Kalahari Resort in Pocono Manor, Pennsylvania.
