Junkans, a human resources non-commissioned officer and civil affairs female initiative team member with the 418th Civil Affairs Battalion, welcomes Francisco Jose Puig Vara, a head of cooperation first counsellor with the European Union, to an eradication of female genital mutilation conference here on October 26, 2016.
