63rd RSC holds groundbreaking ceremony for new reserve center

TUSTIN, Calif. – The 63rd Regional Support Command supported a Groundbreaking Ceremony for the new Tustin Army Reserve Center, at the site for the new building, here, Nov. 19.

Attending the ceremony on behalf of the 63rd RSC was Chief Warrant Officer 5 Belynda Lindsey, Michael Stocks, chief of staff, and Chaplain Dann Ettner, who delivered the invocation and benediction. The 300th Army band provided musical support and the 79th Sustainment Support Command Honor Guard performed posting of the colors. 

Guest speakers included Lindsey, Charles Puckett, mayor of Tustin, Lt. Col. Dennis Sugrue, deputy commander, Army Corps of Engineers, Los Angeles District, and Todd Gillum, president of Cox Construction, who have been tasked with building the new facility.

During her speech Lindsey talked about the need for the new building and some of its contemporary features. Excerpts from the speech are as follows:

“As the command chief warrant officer of the 63rd Regional Support Command I am proud to be here today to represent the 63rd RSC, as we officially begin the process of building this magnificent facility.

The 63rd RSC’s mission is to take care of the 42000 Soldiers we have in our seven-state region and this newest addition to one of our almost 1,000 buildings under our care promises to be one of the finest yet.

This Army Reserve Center will hold over 600 Soldiers from seven units. The current Tustin Army Reserve Center was built in 1964 when the land was more open and the words “high speed” were associated with aircraft rather than the Internet.

The need for a new, updated facility was apparent and today you bear witness to the location that will soon house America’s finest men and women.

We require our Citizen Soldiers to have the best facilities we can provide. This new facility will accommodate these needs with an increased assembly area, larger physical fitness space and equipment, a weapons simulator and extensive learning facilities.

These state-of-the-art facilities will ensure our brave men and women will be able to succeed with their training and be better equipped to defend their nation and improve their skills as Soldiers. 

This new facility will also be environmentally conscious. Sustainable Design and Development as well as Energy Policy Act of 2005 features incorporated into the design will enable the building to be Lighting Energy Efficient in Parking Certified Silver. This helps reduce energy costs and saves valuable resources.

In order to achieve these goals the construction planning has been a team effort, with support from Army Reserve Installation Management Directorate, Corps of Engineers, 63rd RSC Directorate of Public Works, contractors and the city of Tustin. Without their dedicated efforts none of this would be possible. Their teamwork and professionalism to ensuring the completion of this building is a testament to the commitment they have to those who defend our freedoms.

The building also compliments the Orange County Sheriff’s Regional Training Academy and provides the opportunity for mutual training support. We are proud to support our local law enforcement and what they do on a daily basis to serve and protect.

Today is momentous for the Army Reserve, the city of Tustin and the 63rd RSC. As we stand on the verge of another famous moment in our fabled history, let me ask you remember all those who have fought and died for facilities like this to be possible for our current heroes.

I thank you for attending today’s ceremony and I hope to see you again when we unveil the Tustin Army Reserve Center in 2017.”
