353rd Civil Affairs Command

Brigadier General Glenn A. Goddard is the Commanding General of the 353rd Civil Affairs Command, one of four Army Reserve Civil Affairs Commands.

Brigadier General Goddard is responsible for providing trained, ready, disciplined, and professional Soldiers to the Army and combatant commanders worldwide for employment during peacetime, contingencies, and war with focus on USAFRICOM and USEUCOM. He is responsible for the duty performance, welfare, and safety of over 2,000 Soldiers, civilian employees and their Families dispersed throughout the Northeast and Midwestern US.

Brigadier General Goddard enlisted in the Army as a PFC, later attending Officer Candidate School, where he received his commission in 1985 as a Corps of Engineer officer.

He served on active duty assignments as a Combat Engineer Platoon Leader in Korea and later with the 14th Combat Engineer Battalion at Ford Ord, California. He transferred to the U.S. Army Reserve in 1988 and continued to serve. After completing command of D Co. /14th Combat Engineers, he transferred to the 426th Civil Affairs Battalion where he served as the Battalion Engineer and D Detachment Commander, leading missions in Vanuatu, Korea, and Thailand. Later, he served with the 351st CA Command as the Korea Team Planner and mobilized with the unit in 2005. In Iraq, he served as the CMO Directorate Chief Plans Officer where he led the effort in creating and establishing the Provincial Reconstruction Teams in Iraq. Upon return from Iraq, he assumed command of the 445th Civil Affairs Battalion in October 2006 and deployed them to Iraq in 2008 in support of the 10th Mountain Division (MND-C). Prior to his selection as the 353d Commander, BG Goddard commanded the 354th Civil Affairs Brigade in Riverdale Park, MD.

Brigadier General Goddard holds a Bachelor of Science degree in Civil Engineering from the University of the Pacific, a Master of Science degree in Engineering Systems Management from Texas A&M, and a Master of Science in Strategic Studies from the U.S. Army War College. His awards and decorations include the Bronze Star Medal with Oak Leaf Cluster, Meritorious Service Medal, Sapper Tab, German Armed Forces Proficiency Badge in Gold, Combat Action Badge and Parachutist Badge.

In his civilian life, Brigadier General Goddard is a registered Professional Engineer. For the last 25 years Brigadier General Goddard has worked as a licensed Civil Engineer and Project Manager for The Parsons Corporation. The Parsons Corporation is one of the largest engineering, construction, and technical and management services companies in the United States. Brigadier General Goddard was raised in Los Angeles, California and is married with a daughter and currently resides in Arlington, Virginia.
