Maj. Gen. Stephen E. Strand

Commanding General, 412th Theater Engineer Command

Major General Stephen E. Strand assumed command of the 412th Theater Engineer Command in Vicksburg, MS on 10 February 2019.


Major General Strand was born in Rochester, Minnesota. He earned a Bachelors of Aerospace Engineering and received an Army ROTC Commission from Auburn University in June 1987. He later earned a Masters of Aerospace Engineering from The University of Alabama in Huntsville.


Major General Strand has completed Engineer Officer Basic and Advanced Courses; the Nuclear Biological and Chemical Defense Course; the Unit Movement Officer Deployment Planning Course; courses in Real Property Master Planning; courses in Military Systems Acquisition; the Reserve Component Theater Sustainment Course; and the Senior Transportation Officer Qualification Course. He has completed the Combined Arms Services and Staff School; the Command and General Staff Course; the Advanced Joint Professional Military Education Course; a 2012 graduate of Army War College; and the Army Strategic Education Program Basic Course.

Major General Strand's assignments include: Platoon Leader in B Company, 926th Engineer Battalion (Combat) (Heavy) in Birmingham, Alabama; Executive Officer of A Company, 926th Engineer Battalion (Combat)(Heavy) in Decatur, Alabama; Intelligence Officer, 926th Engineer Battalion (Combat) (Heavy) in Birmingham, Alabama; Commander of C Company, 926th Engineer Battalion (Combat) (Heavy) in Huntsville, Alabama; Plans Officer and Senior Plans Officer in the Facility Master Planning Section of the Deputy Chief of Staff (Engineer) of the 81st Regional Support Command in Birmingham, Alabama; the Engineer Equipment Officer of and deployed to Iraq with the 926th Engineer Group in Montgomery, Alabama; Executive and Operations Officer of the 13th Battalion (Ordnance), 4th Brigade, 108th Division (Institutional Training), at Redstone Arsenal, Alabama; Commander of and deployed to Iraq with the 478th Engineer Battalion in Ft Thomas, Kentucky; Executive Officer and Deputy Commander of the 926th Engineer Brigade in Montgomery, Alabama; Commander of the 368th Forward Engineer Support Team - Main, Decatur, Georgia; Chief of Staff of the 416th Theater Engineer Command; Deputy Commanding General of the 88th Regional Support Command; and Deputy Commanding General of Headquarters USACE for Reserve Affairs.

Major General Strand’s military awards include: Legion of Merit, Bronze Star Medal (2 awards), Meritorious Service Medal (3 awards), Army Achievement Medal (2 awards), Army Reserve Component Achievement Medal (9 awards), Commander's Award for Civilian Service, Achievement Medal for Civilian Service, National Defense Service Medal (2 awards), Iraq Campaign Ribbon with 3 service stars, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal - With 'M' and '2' Devices, Army Service Ribbon, Overseas Service Ribbon, Korean Defense Service Medal, Reserve Component Overseas Training Ribbon (8 awards), Valorous Unit Award, Meritorious Unit Citation, Superior Unit Award (2 awards), Navy Meritorious Unit Citation, and the Combat Action Badge. Major General Strand’s civilian career, he works as a Lead Engineer for the Joint Attack Munition Systems Project Office, Program Executive Office - Missiles and Space, on Redstone Arsenal, Alabama. Major General Strand is married and has three children.
