THE MEDICAL RESERVE CORPS 1908-1918

In 1902, Secretary of War Elihu Root proposed the creation of a volunteer reserve to augment the Regular Army and National Guard in wartime. This idea “to increase the efficiency of the Medical Department of the United States Army” was thought necessary to overcome serious shortages of physicians experienced during the Spanish American War of 1898.
